Below I give key staff and an overview of the Finance Division of the Minneapolis Public Schools.

 

The Finance Division section of the MPS website includes the following summary of the division’s departments and services.

 

Welcome to the division of Finance Division website. The office of the Chief Financial Officer leads the division of Finance, which is responsible for the overall fiscal management of the district. Finance functions as the financial disbursement operation.

 

The Finance division umbrella includes Accounts Payable, Budget, Benefits, Payroll, Procurement, and Student Accounting Departments. Some of the responsibilities covered in these departments are monies for student-generated revenue, legislative allocations, budget accountability, annual budget tie-out process, fiscal auditing as well as grants management.

Tariro Chapinduka, Executive Director, Financial Systems, began academic year 2019-2020 with the Minneapolis Public Schools but resigned to take a position with another school district. 

 

The staff members given above are those listed on the MPS website but represent only about half of the approximately 50 staff members who work under the leadership of Ibrahima Diop.

 

Mr. Diop studied law and economics in his native Senegal;  he holds a B.A.in business and finance from the University of Nebraska and a masters of economics from the same university.  He went on to serve the public schools of Omaha, Nebraska, as Chief Financial Officer, from which he was recruited to come to the Minneapolis Public Schools in 2016 in the same capacity. 

 

When he came to the Minneapolis Public Schools, he discovered a $27 million dollar deficit that had been camouflaged in reports to the school board and addressed by borrowing and drawing from the

fund balance.  Mr. Diop was given great scope by Superintendent Ed Graff, who had just become superintendent in July 2016, to tighten Davis Center and school site budgets.  By academic year 2018-2019, the budget was balanced;  this remained true in academic year 2019-2020, with a firm plan for structurally balance budgets for coming academic years.  By spring 2020, indications of revenue and expenditures from Minnesota state and federal sources, together with referendum revenue and private grants, projected a $19 million shortfall that Diop and staff would be addressing so as to 

maintain a structurally balanced budget for academic year 2020-2021.
