Introductory Comments:
The General Pattern of Low Proficiency
in the
Minneapolis Public Schools (MPS)
Through
Academic Years 2014, 2015, 2016, 2017, and
2018
The general pattern through academic years
2014, 2015, 2016, 2017, and 2018 in the high schools of the Minneapolis Public
Schools (MPS) has been the prevalence of low rates of academic proficiency and
failure to make any progress, even from such a low starting point.
Associate Superintendent Carla
Steinbach-Huther has oversight duties for MPS high schools and must bear
responsibility for this dismal record, along with the principals whom she
supervises.
High school principals Ray Aponte (South High
School), Yusuf Abdullah (Henry High School), and Michael Favor (Southwest High
Schools) should especially be taken to task for allowing many students (backed
or encouraged by their parents) to opt out of the Minnesota Comprehensive
Assessment (MCA), the key state assessment emanating from the Minnesota
Department of Education (MDE).

These rates of academic proficiency, for which
Associate Superintendent Carla Steinbach and the site personnel for whom she is
responsible are deeply culpable for the low rates of academic proficiency in
the high schools of the Minneapolis Public Schools. This is true, too, for associate
superintendents Ron Wagner and Brian Zambreno, who supervise K-5 and K-8
elementary schools. These failures are covered
in other articles of this edition of Journal
of the K-12 Revolution: Essays and
Research from Minneapolis, Minnesota, along with the particular culpability
of three high school principals implicated in the opt-out phenomena pertinent
to the Minnesota Comprehensive Assessment (MCAs).
