The real story is that Operations (including Transportation) are relative strengths of MPS snd SPPS, so that the abiding evanescent struggles represent lamentable fuss to transport students to such academically insubstantial classrooms where in fact few "high quality people" preside.

Although she became a sellout apologist for the teachers sent forth from wretched teacher training programs modeled on the intellectually corrupt program at Teacher's College/Columbia University, Diane Ravitch provides laudably cautionary information pertinent to private enterprise involvement in K-12 education in her book, >Reign of Error<.
