should by now have read my articles pertinent to the imputations against the Finance Division as led by former Senior Finance Officer Ibrahima Diopmade and staff members Aaron Gilbert (former MPS Director of Finance/Controller) and Tariro Chaplinduka (former MPS Executive Director of Finance) by the MPS Superintendent Lisa Sayles-Adams administration; the first article is an objective effort to
gather information from scattered journalistic accounts and the statements of
the Minneapolis Public Schools (MPS) Lisa Sayles-Adams administration regarding
the MPS Finance Division; the second provides my
interpretation of the facts concerning the imputations of the administration
regarding actions attributed to Chapinduka; and Diop.
As I continue to gather facts concerning the nefarious imputations made by the MPS Superintendent Lisa Sayles-Adams administration, the following constitute updates
>>>>> The Minnesota transfer of health account funds by Aaron Gilbert was approved by Ibrahima Diop, standard practice, permissible according to district documents pertinent to liquid funds, and transferred in this case to an account known as the Minnesota School District Liquid Asset Fund; such investments are made, though, from many sources of liquid funds to gain dearly needed revenue to help balance the budget and capture resources for MPS programming.
>>>>> The drive to find the Special Education coding error is apparently to be found in a complex assortment of unsavory motivations among which are a desire to oust the former MPS Special Education & Health Executive Director (Deeqaifrah Hussein, known as “Dee”) who succeeded Rochelle Cox when the latter became Interim Superintendent; a quest to bring in a crony (Liz Keenan) from the Sayles-Adams’s St. Paul days to replace Hussein; to imply culpability on the part of past administrations in both Special Education and Finance (and in the latter case without question unfairly, since coding has always been a Special Education staff responsibility).
>>>>> And as to the matter of the IRS penalties, the incurrence of which did relate to understaffing but also are circumstances of life for large public and private entities that frequently incur penalties, negotiate the amount actually to be repaid, and in the end sustain negligible budgetary losses. In this case, Executive Director of Budget Tariro Chapinduka took the lead in negotiations pertinent to the reported most recent $5 million in penalties and was on the throes of reducing that figure to $700,000 when Sayles-Adams effectively ousted Aaron Gilbert, Tariro Chapinduka, and Ibrahima Diop.

these main issues, this unsavory episode involves much petty jealousy, wild
accusation, professional rivalry, careerist positioning, and even an
administrator romance that affected a major decision. Many accounts given by MPS present and
former staff members suggest that Lisa Sayles-Adams is a superintendent who is
way in over her head, has given managerial responsibility to Senior Executive
Officer Ryan Strack, is a chronic liar, and a person consumed with personal insecurities
and jealousies.
